The Advancing American Business & Contractors Association (AABCA) has launched the Contracting Accountability Watchlist to monitor and report on small business and contractor participation in publicly funded and supported development projects. This initiative stems from longstanding concerns about inadequate representation and missed opportunities—particularly in projects managed by entities such as the St. Louis Development Corporation (SLDC), where compliance with participation goals has consistently fallen short.

Despite substantial public incentives, qualified contractors and service providers continue to be overlooked. AABCA believes “good faith efforts” are no longer sufficient. Transparent benchmarks and measurable outcomes must be the standard.

Through this Watchlist, AABCA will provide regular updates, highlight areas of noncompliance, and advocate for equitable access to contracting opportunities. Our commitment to accountability will remain steadfast until real, measurable change is achieved.
